CITF 2026 Funding Cap Guide: Up to HK$10M — How to Maximise VR Safety Training, 4S & AI Robot Applications
From 2026, the overall CITF funding cap per construction company is HK$10 million. This cap took effect on 1 May 2026, increased from the previous HK$7.5 million. VTM Digital’s VR safety training platform CTP holds CITF pre-approval certificate PA24-072, allowing contractors to apply for funding through CTP directly — no fresh procurement assessment required.
All CITF 2026 Sub-Limits at a Glance
CITF is not a single “HK$10M open tap” — within the overall cap, separate sub-limits are set by technology category. Understanding how each sub-limit operates independently is essential to maximising your funding.
| Technology Category | Sub-Limit | Applicable Scenarios |
|---|---|---|
| Overall Company Cumulative Cap | HK$10M (effective 1 May 2026, raised from HK$7.5M) | Total of all CITF projects must not exceed this amount |
| VR/AR and Other Safety-Related Technologies | HK$2M (with a separate HK$1M sub-cap for the leasing portion) | VR safety training, AR site assistance, etc. |
| 4S Smart Site Safety System (Private Sites) | HK$1.5M | Smart Site Safety System devices and integration |
| AI and Robotics Applications | HK$2.5M (newly added from 1 May 2026) | On-site AI monitoring, automated robots, etc. |
| General BIM and ACT Adoption | HK$6M | Building Information Modelling, Advanced Construction Technology |
For example, if you claimed HK$2M under the safety tech sub-limit, it does not mean your overall cap is reduced to HK$8M. The sub-limit caps that category at HK$2M; the overall HK$10M cap is the final cumulative ceiling.

Funding Rates: Different Percentages for Procurement, Local Development & Leasing
CITF does not provide full funding. Before applying, it is essential to understand the three different funding rates:
- Procurement/Purchase: 70% (company pays 30%, government subsidises 70%)
- Locally-developed Innovation: 80% (highest rate for Hong Kong-developed solutions)
- Leasing: 50% (rental of equipment or platforms; subject to the HK$1M additional sub-cap within the safety tech category)
Practical example: A contractor procures a VR safety training hardware and module set at HK$1M. CITF funds up to HK$700K (70%), with the company contributing HK$300K. If the same solution was developed locally in Hong Kong, the rate rises to 80% — the government covers HK$800K.
What Are the Advantages of Applying for CITF with the PA24-072 Pre-Approval?
A standard CITF application requires contractors to source their own suppliers, submit technical assessment documents, and wait — a process that can take months.
VTM Digital’s CTP (Construction Training Platform) holds CITF pre-approval certificate PA24-072, meaning CTP has already passed the technical review by the Construction Industry Council (CIC). When contractors apply for CITF funding using CTP:
- No need to re-assess VTM’s technical qualifications — PA24-072 is the written proof of technical acceptance.
- Streamlined application documents — only a project plan and itemised costs are required; no supplementary supplier technical proof is needed.
- Shorter approval timeline — with the technical hurdle pre-cleared, the review focuses on project compliance, reducing time cost.
VTM CTP is also a DEVB-approved compatible module supplier for the 4S Smart Site Safety System. Contractors can apply for both the safety technology sub-limit (HK$2M) and the 4S sub-limit (HK$1.5M) through the same supplier — provided the project scope clearly distinguishes between the two technology categories.
Application Sequencing Strategy to Maximise Funding
Many contractors make the same mistake: applying first for the highest-value category while failing to reserve quota for smaller but faster-to-approve categories. Here is the recommended application sequence:
① First: Apply for VR Safety Training (Safety Tech Sub-Limit: HK$2M)
Rationale: The PA24-072 pre-approval advantage makes this the smoothest application, and safety training demand is universal — it can begin immediately once a site opens. Training costs typically fall under procurement (70% funded), keeping cash-flow pressure to a minimum.
② Next: Apply for the 4S Smart Site Safety System Grant (HK$1.5M)
Rationale: 4S deployment is tied to site opening schedules, but the evaluation process requires an on-site design proposal, which takes longer to prepare. Lock in the VR training application first, then focus resources on the 4S technical documentation.
③ Assess AI & Robotics Applications Based on Site Needs (HK$2.5M)
Rationale: The AI & Robotics sub-limit was newly added on 1 May 2026, and mature CITF-eligible solutions are still coming to market. Explore available options first, then decide on application timing based on the actual deployment schedule.
④ Incorporate BIM / ACT Projects into the Overall Plan (HK$6M)
Rationale: The largest amount, but also the most complex documentation, typically managed by BIM consultants. It is recommended that the contractor’s technical team or consultants coordinate this, ensuring the cumulative total from ①②③ stays within the overall HK$10M cap.
As of August 2026 it has not reopened, no cross-industry replacement scheme has been announced, and TVP has been removed from the Innovation and Technology Fund’s list of funding programmes. The TVP material on this page is retained as a record and for enterprises with an already-approved project.

Can CITF and TVP Be Applied for Simultaneously?
Yes — but the two programmes serve different purposes, and the same expenditure cannot be claimed under both at the same time.
| CITF | TVP (Technology Voucher Programme) | |
|---|---|---|
| Applicable Industry | Construction industry (exclusive) | Cross-industry SMEs |
| Funding Cap | HK$10M per company | HK$600K per company |
| Administering Body | Construction Industry Council (under DEVB) | Innovation and Technology Commission (ITC) |
| Can the Same Costs Be Claimed Twice? | No | No |
| Best Fit | Large-scale construction safety training procurement, 4S, BIM | Property management companies and non-construction SMEs adopting VR systems |
In brief: construction contractors should prioritise CITF (much higher ceiling). Property management companies and non-construction SMEs ineligible for CITF can consider TVP to fund VR training adoption. If a company qualifies for both, they may use each scheme for different technology procurement items — provided the same expenditure is not claimed under both programmes simultaneously.
What Is VTM CTP’s Track Record in Hong Kong?
When applying for CITF, choosing VTM CTP means backing a supplier with a verifiable Hong Kong track record.
Build King Holdings recorded a 25% improvement in site efficiency after adopting CTP, demonstrating the quantifiable impact of VR training on in-service worker behaviour change — first-party evidence built within Hong Kong’s major contractor sector, not third-party estimates.
